Meet the Team

Mark Haggan – Director

Mark Haggan is from Wilbraham, Massachusetts. Before joining Clear Path for Veterans New England, he served as an Adjunct Professor at the University of Massachusetts Amherst, where he taught Military History, and worked as a Logistics Technician for the Army ROTC Program.

Mark served in the U.S. Army as a Logistics Officer with multiple deployments across the Middle East from 2012 to 2018, retiring as a Captain in 2018. He holds a Master’s Degree in Secondary Teacher Education and a Bachelor’s Degree in History. In his spare time, Mark enjoys golfing, playing indoor soccer, and spending time with his dogs, Moose and Rico. He also coaches the Varsity Boys Soccer Team at Granby High School.

Dave Babineau – Case Manager

Dave Babineau, from Billerica, Massachusetts, has been married to his wife, Dina, for 27 years. They have three children—Jason, Jamie, and Jeffrey. Before joining Clear Path for Veterans New England, Dave worked as a Correction Officer with the Massachusetts Department of Corrections, retiring from the Northeast Correctional Center in Concord in 2019.

A proud U.S. Marine Corps Veteran, Dave served as a Military Police Officer at South Weymouth NAS. He later joined the U.S. Air Force Reserves at Hanscom AFB as a Security Forces member, where he held various roles, including Flight Chief and Investigator. He deployed to Iraq from 2011 to 2012, overseeing flight line security operations. After returning, Dave retired in 2012 with 22 years of combined service. Recently, he completed a certificate in Addiction Counseling at Middlesex Community College to help fellow Veterans in recovery. In his free time, he enjoys attending Bruins and Red Sox games, working out, and golfing with his sons

Maggie Neff – Dog Trainer

A native of Westminster, Massachusetts, Maggie Neff is the mother of Waylon and the proud owner of two dogs, Faith and Elvis. She has devoted her adult life to dog training and, most recently, operated Maggie Neff Dog Training LLC.

Maggie trained at Cobra K9 in Loudon, Tennessee, where she specialized in tactical and law enforcement dog training. In her spare time, she performs live music across New England.

Drew Wiley – Senior Dog Trainer

Drew Wiley was born in Fort Leavenworth, Kansas, and raised in Oklahoma. He joined the Oklahoma Army National Guard’s 45th Infantry Division in 2001 and served until his medical discharge in 2011. Drew deployed to Kuwait, Saudi Arabia, and Iraq during his service.

He now lives in New Hampshire with his wife and three daughters. In his free time, Drew enjoys surfing, practicing jiu-jitsu, and hiking.

George Chrisis – Dog Trainer

George Chrisis, from Somerville, Massachusetts, has been married to his wife for 37 years. Together, they have two children and are expecting their first grandchild in May 2025.

George served in the United States Air Force from 1976 to 1980, with time spent stationed in England. After his military service, he worked for Cisco Systems, traveling extensively throughout the U.S. When not training dogs, George enjoys SCUBA diving and fishing.
